关于申请“2007年度清华-台达环境法研究生国际交流项目”的通知
 
  为促进清华大学和国家的环境资源能源法学研究与教育,培养具有国际视野和经验的高层次环境资源能源法专业人才,促进中国环境资源能源法治建设,推动中国可持续发展事业,清华大学环境资源能源法研究中心、台达环境与教育基金会合作设立“清华-台达环境法研究生国际交流项目”。该项目每年选派1-2名清华大学法学院环境资源法与能源法专业研究生到美国、英国等的大学或者机构从事6-12个月的实习或者学习研究。台达环境与教育基金会理事会已经正式批准对该项目提供资助。
    申请“2007年度清华-台达环境法研究生国际交流项目”的要求和日程如下:
 
一、候选人资格
    清华大学法学院环境资源保护法学专业在读硕士研究生以及毕业两年内的硕士研究生。
 
二、遴选程序
    1. 本项目遴选由清华大学环境资源能源法研究中心负责组织实施。候选人遴选小组的成员由清华大学环境资源能源法研究中心、美国自然资源保护委员会(NRDC)等机构的相关专家组成。
    2. 每年3月31日之前由清华大学环境资源能源法研究中心公布该年度国际交流项目的信息。
    3. 4月20日之前,由候选人提交中英文申请材料,包括申请人简历、学术研究与社会活动业绩证明材料、拟申请职位的研究与工作计划等。
    4.  5月5日之前,由项目候选人遴选小组通过文件审查和英语面试进行初选,确定进入复试的候选人名单。
    5.  5月10日之前,由清华大学环境资源能源法研究中心将进入复试的候选人名单及其相关材料递送美国自然资源保护委员会(NRDC)华盛顿地区办公室以及台达环境与教育基金会。
    6.  5月31日之前由美国自然资源保护委员会(NRDC)专家进行英语面试。6月5日之前,由清华大学环境资源能源法研究中心会同美国自然资源保护委员会(NRDC)、台达环境与教育基金会确定项目资助人员名单并加以公布。
 
三、项目(职位)内容
 
1. Internship with NRDC Climate Center
 
The intern will have the opportunity to become familiar with global warming policies under consideration by the U.S. national government and being implemented by individual American states.  The U.S. Congress is considering legislation to establish a national "cap-and-trade" program for greenhouse gas emissions in the U.S.  The program would have a component of international cooperation, probably of the same nature as the Clean Development Mechanism under the Kyoto Protocol.  During this period, there will also be renewed policy discussion of U.S. re-engagement in international negotiations over global warming.  The intern will have the opportunity to explore possible avenues of U.S.-China re-engagement on global warming.  For example, one project might be how to evolve the Asia-Pacific Partnership, currently a weak instrument for technology exchange and cooperation, into a more robust means of achieving global warming reductions in a manner acceptable to both China and the U.S.  The intern may also find opportunities to learn from U.S. energy policies and programs for application back in China.
 
2. Internship with NRDC Public Health, Water and China Programs 
 
In order to power its exploding economic growth, China has been building the equivalent of one new coal-fired power plant a week. The International Energy Agency estimates that at this rate, China will overtake the United States as the leading emitter of greenhouse gases within three years.  Yet China wastes as much as three-quarters of this energy through the use of inefficient motors, air conditioners, lighting and appliances. China recently set an ambitious mandatory nationwide target – a 20 percent improvement in energy efficiency nationwide by 2010 – that if achieved, could become the world’s largest greenhouse gas reduction program. To help achieve this goal, China has targeted the largest 1,000 industrial enterprises for energy efficiency improvements – which together account for an extraordinary one-third of all primary energy consumed in China.
China has also called for a ten percent reduction in total pollutant emissions by 2010. To help achieve this goal, the World Bank and SEPA have launched a “GreenWatch” environmental rating system for the country.  Factories are to be sorted into a five color system, with “green factories” representing the best performers, “black” the worst, and blue, yellow, and red in between. Provinces will initially rank factories based on best currently available information and then improve the rigor of the ranking system over time.  Ranking information is to be publicly available.
 
Although both the Top-1000 and GreenWatch initiatives offer tremendous opportunities to reduce industrial energy use and pollutant emissions, the impacts would be multiplied substantially if the two efforts were combined. An integrated approach would also likely reveal enormous opportunities to improve water use efficiency, since Chinese industries use four times more water than the global average to produce a unit of GDP. Such water waste is contributing to an imminent water crisis in China, with 400 of China’s 688 major cities suffering from pervasive water shortages.
 
NRDC is seeking a Tsinghua University fellow with an engineering/technical/policy background to work on these issues in our DC office. The Fellow would work closely with NRDC experts in our Public Health, China and Water programs to investigate synergies between the Top 1000 and GreenWatch program. The major deliverable would be a report identifying cost-effective integrated opportunities to reduce energy intensity, water use and pollutant emissions in particular industries in China.
